What does it mean to overtake a vehicle?

I am doing Drivers Ed, and I am not sure what overtaking a vehicle means. It says: "Upon meeting or overtaking any school bus stopped for the purpose of loading or unloading schoolchildren." Can anyone tell me what that means?
